VBScript and ASP were introduced to leverage the knowledge VB Programmers the world over. Visual Basic is among the most used rapid development languages and has a large following. This allows creation of server-side scripted web applications without a large learning curve.

In the fast paced world of web application development where you have to get done in 8 weeks what should normally take 4 months, there is no time to create the "Ultimate Library of Reusable Blackboxed Components".

This is why ASP using VBScript has such a following. Now, even Microsoft knows that ASP is no longer the best solution and is implementing ASP+ and the .NET platforms. ASP+ is no longer scripted code run on the server, but rather compiled code which links directly to the .NET libraries.

Again, Microsoft is taking advantage of the wide user base and moving to the next level of Internet enabled application development.

PHP is a very good alternative to ASP and VBScript, giving people a CHOICE of paying for software, licenses, seats, etc. (and leveraging the wide user base), or learning/using a new OS and language for free (but not having as wide of support/training).

Anything introduced by Microsoft is currently self-perpetuating. Almost every desktop in the corporate world runs some form of Windows software (look, I said ALMOST, ok :). That means people will want MORE Windows software and will PAY VERY GOOD MONEY for people to make Windows software.

Programmers like to get paid good money...
