Instead of a list of "words", consider using a list of unique "sounds" like: "ay" "ee" "oo" "uh" "aw" etc coupled with a leading consonant. Randomly combined, you then get random syllables: "c"+"ay" => "cay", "s" + "uh" => "suh". Next genereate a series of 3 or 4 random syllables and you get something like the Lewis Carroll "Jabberwocky"

"brillig" "slithy toves" "bandersnatch"

Jabberwocky is real hard to guess, easy to pronounce and thus easy to remember.

Passwords need to be /long enough/ and /obscure enough/ to have value for security purposes. People cannot remember very many random letters, digits, printables and thus must write them down. Ugh.
