Subject: creating cgi-bin folder on windows machine

hi,
the IIS or windows server for the website iam working on is on a remote machine. I work from my local machine using dreamweaver.i want to start writing php files, but how to create a cgi-bin on a windows machine.
what is the equivalent for #!/usr/local/bin/php -- in windows.
