Wow, that's a pretty big issue so I'm not going to explain the whole thing, just tell you where to look.

For each of the sites I give you read the docs for the programs that the site is for, if you have specific questions post them in Install.

Apache - http://httpd.apache.org - Web Server
MySQL - http://www.mysql.com - Database Server
PHP - http://www.php.net - Programming Language used by many forum software packages
phpBB - http://www.phpbb.org - Forum Software like vBulletin but free and with slightly fewer features

vBulletin also has a free version, that can be tweaked to look just like the full version.

vBulletin Lite has been discontinued as of 1st August. A new version may be released in the future. Apologies for any inconvenience.

I've been searching but I can't seen to find it. You may want to try Invisionboard (http://www.invisionboard.com) instead. It's another wonderful board. ;)
