article publishing packages

I have been looking intensely for some time now after a PHP-package that lets me have users of different levels that can post articles. Preferrably, the articles posted by "lower" users must be accepted by administrators before released onto the site.

There exists millons of this kind, but I cannot seem to find a package that both has a built-in user-security handling and that also can handle easy picture upload when in article posting mode. The articles I want to be the result is something like this:

Which actually is the site I have built manually some time ago. But I am not happy with my publishing solution and would rather not reinvent the wheel... someone MUST have done this before. :)

(I have tried, among others, EZpublish which was way too complex and refused to work properly)

Yeah, I think you're best to go with a buletin board back end and a protal front end.
