apache problems

i have had apache working before and i know my way around the program and configuration, etc. i recently reformatted my hard drive so i had to start over at square one. anyways, i installed the new apache microsoft *.msi installer on my windows box. it should work on default values because i am using it only for local testing and my network does not use any sort of domain or anything like that. the configuration passes the test, and nothing is wrong with the http.conf file, i'm pretty sure, so i think that it's the operating system. has anyone else had this problem? how did you fix it?

what version are you trying to use, and what sorts or problems are occuring, does it start and quit, never start, error out, what

Never mind, I installed version 1.3.xx and it works fine now. Sorry for the mindless complaint too, it's been a long couple of days.
