Which program?

Hello everyone! I am new to PHP and am diving in head first trying to learn it. I have done some reading about PHP development tools ( environments) and was wondering, in your opinion(s), what is are some of the best PHP development environments.
I have looked at Zend Studio and Dreamweaver, but am not really sure which to choose. I was hoping to get the opinions of those who have used them.
