Code liibrary submission broken?

I'm hoping you can help me. I tried to downlooad this program:

All I get is gibberish. Where can I find this code?

I don't think the submit script is broken, since if you check others, it comes out ok, for example this one (http://www.phpbuilder.com/snippet/detail.php?type=snippet&id=18)
