IIS FTP Service - Connection closed, transfer aborted

when you to gamesite-cafe.net (port 21, FTP) and log as anonymous user (or any other user), it says "Connection closed, transfer aborted".

It seems like the FTP client can't read the list of files and folders from the server.

Firewall Settings:
inbound: 80 TCP 127.0.0.1
inbound: 21 TCP 127.0.0.1
inbound: 443 TCP 127.0.0.1
inbound: 25 TCP 127.0.0.1
inbound: 56 UDP 127.0.0.1
inbound: 56 TCP 127.0.0.1

I used that settings on Windows 2003 and it works fine.
I encountered this problem when i upgrade this server to SP1.

230 Anonymous user logged in.
ftp> ls
500 Invalid PORT Command.
150 Opening ASCII mode data connection for file list.
Aborting any active data connections...
425 Can't open data connection.
