Does anyone know an open source Tender System with the following features:

Online Tender Publishing
Staff and Vendor User Management
Adding/Deleting Divisions
Bid Manager Creation
Online PDF Converter

Bidders Comparison Report

I believe it's a British term (used in Australia, for example) for a system of bidding (such as for a contract). It's where the term "legal tender" comes from -- if I give you money for an item, at the point that you accept the cash, the item belongs to me, even if it's still in your possession.

Have a look at http://www.tendersystem.com as it has most of the features that you require.

It is a new project but I have tried it and it works very well. It looks like the guys there are devloping it actively.
