This is really a community for helping people with problems, not where people can ask for a script to be written. The Code Critique forum is where working scripts is given away - but not for particular requests.

Many people are just "webmasters" for a site, a personal or non-profit or whatnot, who just want a "pre made" script to do something: hit counter, "tell a friend", image gallery, contact form, etc. So the case could be made that there is a valid need for this.
The counterargument would be something like "that's why {%LIKE hotscripts.com%} exists", and it could be a very valid counterargument.
So, it does come down to what kind of community this is, as Shrike points out.
One good question: is there any other community with a similar mission and constituency as phpbuilder.com that has such a forum? If so, for what reasons did they add the forum, and has it been a positive or negative influence on the community?
Personally, I tend to feel that this community is about writing scripts, not so much for finding others' scripts. But, I'm an avid "do it yourselfer" in almost every aspect of life, and my POV may not be mainstream (AAMOF, I'm quite sure it isn't for many possible definitions of "mainstream", but that's rather beside the point).

In the code library are good learning examples please feel free to look at others source code and build your own voluntary web design company where you can be poor and happy and safe in the knowledge that your a damn do gooder with a little thought it's easy to plug snippets of code in to each other and create your own scripts to give out for free

yes some do copy, but most use the code library to learn and build knowledge (i.e., i had no idea how to do a who's online thing read it from teh code library, i can know actually code an instant messanger)

Do you seriously think this person is gonna learn anything from code the best we can hope for with them is that they can hack about with other peoples code. their lazy and that was why I made my last post. By all means let them prove me wrong
