Is there some tool or method in photoshop that would make the creation of tiled pictures easier?

or if you can recommend another app.

I attached a couple of pics i found online to demonstrate what I mean.

I am doing a mobile games programming module at university and I want to use a tiled background.

*EDIT*

It's not so much the creation of an individual tile but lining up 10,15,20 etc. in one file... i need like a grid... or a way to make layers in photoshop so i can only edit one 'tile' per layer.

I've tried to do it manually and its tedious and there are always a few overlapping.

Well,...

Adobe photoshop HAS layers, so each file you paste becomes a new layer.
Also it has guides, which you can lock into place; and you can snap items to the guides.

Layers don't really solve the problem, I'll look into guides.

the most annoying part comes when you have a section with transparency. and it had two states that change, if the pixels are out of alignment then when the state changes in a game it jumps slightly.
