PHP.ini settings? IIS 5

What do i have to change in the PHP.ini to get it up and running i keep getting the error "Failed Opening C:\...mydir\test.php for inclusion" Then it shows me my current include path, i set it to both the dir where my php dlls are installed and the dir where the script is, and restarted the computer ( and IIS completely)
Any ideas?
