Where are the binaries?

I have downloaded php 4.0.2, but i did not found any *.dll or php.exe while trying to follow the docs on how to install it. Do i have to download those dlls or what?. I thought that the binaries where some where out of my sight and that those dll where add-ons, but how do i set regedit to point to the interpreter...
i am working on iss4 and win 98
