moving REd hat 6.2 to WINNT

I was wondering if you can give me any suggestions for upgrading the postgre-php application to run under winnt?

That's a downgrade man, not an upgrade.

Have you found any postgresql win32 ports? I haven't seen any, but seriously, if you do, I'd love to know the URL.

If you can find a port, and your php was written portably (generally means few system calls) then it should port quickly.
