Apache 1.3.x + PHP 4.1.0 Install Problem

When I install PHP on my current server (Apache 1.3.x) then it gives me this error upon server startup:

Cannot load c:/php/sapi/php4apache.dll into server: (31) A device attached to the system is not functioning:

(There's nothing after the last colon, I don't know why.)

What might be wrong? I followed all directions!
