I hope someone can help. I need a good step by step reference on how to install php on an XP machine for dummies (me). I have tried a few installs procedures I have found on the net but I just can't get it to work. Any help would be appreciated.

This is easy and needs no step-by-step example.

First see that IIS and PHP are not instylled yet.
Then you have to install IIS from CD, follow the instructions and restart if needed, and after that download the newest PHP Software AND the Installer.
Use the installer to configure, tell the routine that you are using IIS 4 or higher,
that you got unter c:\Windows a new directory called 'inetpub'. Below this try out the 'wwwroot' file, open it and there we go!
Put in this directory a file called phpinfo.php which you can create by using a textfile. Wirte
<?php
phpinfo();
?>
Save it and put it there.
Now point your browser to
http://localhost/phpinfo.php

Thank you for your help. I have gotten closer but when I run the phpinfo.php script I get "CGI Error The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are:" there is nothing after that line.

It's quite easy, though lotsa people don't want to believe it!
