php forum advertising - avoiding spamming

Hi there,
Is there anywhere you know of where you can advertise a php forum to try and gain more members? I am a member of a cool gaming forum whose editor has done a superb job with the overall look and feel and would like to get him more members for all his hard work.
I don't like spamming myself so don't want to spam anyone in an attempt to get more members, so is there a place to openly advertise? Even on this forum?

Well a signature is allowed on any forum as far as I know. What I mean is a blatant advertising of another forum. Like in the topic and then the actual body of the message is an explanation of what the site is about.
I hope you know what I mean?
