Exclamation PHP.ini Please help?

I have apache 1.3.27 and working with php 4.2.3(mod_php4). Everything seems to work. Except when i try to change the php.ini My phpinfo() file showes that the config file path to be /etc/php.ini. But when i edit /etc/php.ini i do not see the changes i made in my phpinfo() file. (Yes i did stop and restart apache.) What i notice that is wierd is the build date. I will re-install php and on phpinfo() build date will not be updated.

I welcome any help that could be given

So I am not the only person that has the problem. That's good to know. I myself will be downgrading to 4.2.2 since what I have 4.2.3 on is not a live environment. And a search of bugs.php.net returned . . . "Unable to connect to SQL server." Great, it is down . . .

it finaly worked

I re-compiled a bunch of times. It worked when i took out the ./configure parameter --with-config-file-path=/etc/

Well, that is good. I had the problem on Winblows so I couldn't exactly recompile. Out of curiousity, have you noticed anything else weird? Weird compile options you had to use or anything?
