How to set up ftp user?

Hi,

I am using Red Hat Linux 7.2. I used to set up ftp user on it so that I can transfer my web stuff to it through the network.

Now I re-install the linux. I tried to set up a ftp user by user manager. I also set up the permission for the directroy. There a login shell to set, I just leave it as default.
I cannot connect to the Linux server from other machine.

Anyone can help me?
