How can I download a copy PHPEd for evaluation not the nusphere package which only has Apache, PHP, phpmyadmin, etc. but not phped.

You have to registere in NuSphere's website!
www.nusphere.com or www.phped.com
or you can send them e-mail, they will defenetly answer to you
I think you can e-mail them to sales@nusphere.com
