configuring phpED on a win 98, apache, mysql box

Hi,
I recently downloaded a trial of phpED and I am having a bit of configuring trouble.
Not sure if I have the server path or the php.exe properly running with the phpED.
The server runs properly with just a browser as a php cgi module.
Would someone have some insight to what the phpED settings panel should be, or do I have to touch the php.ini, or apache conf files.
