ocilogon connects slowly

I have Oracle 9i setup in winxp, apache 1.3 and PHP 4.3.6.

The problem is that the PHP function "ocilogon" needs 7 to 10 secs to login to Orcale 9i. Does anyone know what take that so long to login to the oracle server from apache-php (Browser)? I have no problem on fetching records after login.

I got no problem with mysql.

I have already put env in Apache and PHP. Is there anything to do with listener?

Everything is in one PC (AMD 2500+, 512M RAM).
