By commenting the line
"ar d $LIBCOMMON sorapt.o" in $ORACLE_HOME/bin/genclntsh
and running $ORACLE_HOME/bin/genclntsh
then
cd $ORACLE_HOME/sqlplus/lib/
make -f env_sqlplus.mk

It works !!!
