But I have the same experience.
I have Oracle8iR2+Apache+PHP4.03 running fine. Someday, I have to delete
all of oracle server, and reinstall it.

Apache start with failure about something error in httpd.conf.
But when I was finish installing oracle, error is gone. I didn't touch
Apache & PHP at all.

So my guess is, check your oracle installation. May be that is the reason.
