edit your httpd.conf file and add

SetEnv ORACLE_HOME /usr/..../oracle # whatever your
ORACLE_HOME is

Similarly for the rest ( I think you only need ORACLE_HOME
LD_LIBRARY_PATH and optionally ORACLE_SID )
