Hmm. I've worked on about a dozen projects, and I've always found the
opposite to be true, especially when bug fixes only are to be applied to
the released branch code.
If having a release engineer type will help, I will (sigh) volunteer,
even though I have little time. I use php, though, and would like to
help out.
