        o cipher dev works on local cipher/encryption methods/proofs/
                implementation(s) -- proprietary, restricted, and
                controlled distribution -- plus the standard export
                restrictions obtain, of course, here in the States.
        o Php3 core code is involved -- hence the concern about core
                        test validation here.
