As a project that involves a lot of work on the language API and engine,
I'd personally delay it for now. Mostly all the code for the new API and
engine are laid out for PHP 4 already (even though it'll take a while
before its finalized and publically released). That means that any work
you invest in Japanizing PHP3 will have to be remade from scratch for PHP4,
that will start hitting the shelves in mid 1999 (estimated).
Of course, it may be worth it to you to have PHP3 working for the time
being, until PHP4 is proved to be stable and all. If it isn't, though, I'd
simply wait.
