PHP Bug Type: Misbehaving function
Bug description: mktime() expects computer system time to be set to GMT
See http://www.bigmweb.com/test/date2timestamp.php3 for an example and explanation. The computers that this example runs on(NT 4.0 -- PHP 3.0.6 -- address www.bigmweb.com...) and (Solaris 2.6 -- PHP 3.0.0 -- address www2.bigmweb.com...) are set to GMT -0500 (in Maryland, USA). This is exactly the amount of time that the function is off by. Source for the script is in "date2timestamp.phps" -- pretty on the UNIX box, plain on the NT box.
I don't have access to the php.ini or other info, but you can run the script http://www.bigmweb.com/test/php_info.php3 on either computer to get most of that info.
