PHP 4.0 Beta 1 is waiting for two things basically:
* Packaging, and preparing easy to use installation instructions and
upgrade notes.
* The Zend license. Andi and I are doing our best to work on it, and I
hope we'd have it within a week or so.

Thus, I think it's reasonable to estimate PHP 4.0 Beta 1 will be released
on the first half of July 1999.
