I also tracked the problem down to the number of virtual hosts.
The server has 5 interfaces, and about 50 virtual hosts. The
admin that configured the server configured a virtual host for
each interface for each vhost (so about 250 vhosts).

 I figured out yesterday that it worked without the virtual hosts,
and then started uncommenting small groups of vhosts at a time until
it 'broke'. At that point, it didnt matter which vhosts I uncommented,
it broke.

 For now, I've just got a php capable server running on port 8000 and
running the normal server on port 80. I'm collapsing the interfaces
into a single 100bT interface instead of 5 10bT's asap anyway, and should
be able to make it work again when I do that.

 It is something to be aware of.
