Bug description: MSSQL DLL loadding

I am stuck with php3_mssql on win98, if you have a little time please give me some advices.
I have installed Apache1.3.9, php3.0.15 and msde (a light version of MS SQL ) on win98 at home.
This system work very well but the same two systems on win98 second edition at work don't work.
PHP says it can't load php3_mssql.dll even if using function dl() at runtime, it looks like this dll don't exist on the directory, however it can load the others dll. Are there any problems of mssql.dll ?
if you tell me what infomation I must send, I will do.
