I'm not sure if this is the right way to help, but bug # 3897 can be closed.

The problem is not that a variable can't be registered from within a class... the problem is that the user is trying to register a non-global variable.

Also, the bug seems to be related with PHPLIB, rather than PHP itself.

Again, I don't know if this is the right way to close a bug, but I want to help clean up the pending bugs :-)
