I am submitting a webform via smtp using the mail() but when the message is
received at the designated email address the timestamp on the header is
approximately 9 hours off. The timestamp reads GMT +0500 when it should be
GMT -0400, the same as the web server and the smtp server. I have looked
everywhere and cannot find anything that sets the regional settings within
php. I have verified the web server and smtp and they both have the correct
regional settings.
