I'm not sure which version of 4.0 you are using, but there was a problem
with the initlai release of 4.0.1 for win32, which had symptoms exactly like
you describe... the solution is to download the new version (4.0.1pl2)

When we compile PHP4.0 for NT with .FDF support (on apache 1.3.12) any
requested URL is fed the actual "PHP.exe" file instead of the requested
file. Has anyone seen this before??
