No, the Manual is quite clearly speaking about both, as indicated by the
qualifier "(PHP3 , PHP4 )" after the name of the function and nowhere else.
If PHP 3 doesn't have it, this should be indicated, e.g. "PHP4 Only" before
the paragraph speaking about the optional third parameter.
