AFAIK it is the reverse. Once it's GPL, it's impossible to un-GPL it
without authors permission. That's why GPL is called "virus". But, GPL
doesn't prohibit distribution and/or modification - on the condition it is
still done under GPL. Also, GPL is mostly concerned source openness, which
is not too relevant to the manual. Here copyright matters are in play. I
guess that a good IP lawyer could help a lot :)
