Bug description: umask() returns nothing under NT
I have PHP 4.0.2 set up as CGI under NT 4.0 SP6a and Solaris. On Solaris, the PHP umask() function works as expected. On NT, it seems to do nothing. See test page

Under Solaris, umask() returns values and the values change if I submit a new value.
Under NT, nothing is returned from umask() and that nothing does not change if I submit a value.
