Historically we have always preferred to have main stream modules as part
of PHP. We saw this an advantage of PHP over other solutions. You get
everything in one package.
If the tree gets too big (I don't think it is yet) we can think of some
kind of solution such as CPAN but we don't have a solution right now so
putting it in the tree is better than leaving it out on someone's web site.
It also encourages more development/testing.
Of course, if this module is really minimal (1 function) then maybe what
I'm saying doesn't apply.
