Well let's re-open this discussion on php-dev@ and see what we can do.
I don't know CPAN too well but I'm sure lots of people know the
strengths/problems with it and we might be able to come up with something nice.
In my opinion, it should be kept as simple as possible so that it will be
easy to implement and easy to use.
There are two main issues:
a) How do people post their stuff?
b) How do people retrieve things from there?

Of course, each of these two issues have quite a lot of sub-issues which
need to be discussed and the hard part will be where to we draw the line
and not go into more detail.
