Just tried it; still broken with:

Apache/1.3.14 (Unix) mod_perl/1.24_01 PHP/4.0.4-dev mod_ssl/2.7.1
OpenSSL/0.9.6 configured -- resuming normal operations

My working configuration:

Apache/1.3.14 (Unix) mod_perl/1.24_01 PHP/4.0.2 mod_ssl/2.7.1 OpenSSL/0.9.6
configured -- resuming normal operations
