ICANN domain settlement process. It is "pre-legal" and out of
court, and often in favor of trademark owners or owners of
famous names. PHP certainly qualifies for that, especially if
you can prove that php.org received traffic which can be
expected to be ultimately destined for php.net.
The current use of php.org is not PHP related, and depening on
the mail you have you can or can not prove that this person
aquired php.org in bad faith, which would make it a case of
domain squatting. Even if this is not the case, the PHP should
have a fair chance of obtaining that name in an ICANN settlement
procedure.
