I agree with Zeev that accident prevention is a good policy. Splitting the
CVS repository into three separate roots is not a major change (IMHO). I
think that the risk of problems justifies the work required.

Also, having separate roots should make it easier for people to get access
to what they need. The developers were reticent to give QA team members
access - a large part of this reluctance was that it meant giving yet
another person write access to the source tree.
