I'm willing to do a bit of this review, but your right, its a bitch to keep
up with, but I do think its an option to keep on the table.

I much prefer the first option which is basically make the criteria for cvs
access to the code repository more strict. But perhaps as sascha said this
might be done in a release phase (but then things become more and more
complicated;)...
