Vigilance is vigilance, the number of people with CVS accounts
is kind of irrelevant. What's key is the amount of code being
submitted. CVS implies an element of trust, and an element of
responsibility, not only on one's own code by one others as well.
There is nothing inherently right or wrong with review-then-commit
vs. commit-then-review. The word "review" shows up in both
places :)
