>From my work on PHP3 and PHP4 I have mostly worked on extensions, but from time to time I had a need to make minor changes in core components or in other modules in order to get these to work on Winodows. If I only had write access to a few extensions I would not be able to contribute the way I do.
I would say that some kind of aproval process is needed. New users could start with write access to singe extensions and if needed work there up.
