There is a users limit for rsync for 100 conncurent users. This means it
is sometimes not possible, even for me to rsyncing the phpweb site for
some time. If an official mirror rsyncs by a cron job every full hour, the
mirror never gets new data.

The German and Swiss mirrors are uptodate. Will look next time if there
exists one in Austria. They speak also German.
