sure, cygwin, mingw, uwin and the like all own them.

not a good idea imo.
we shouldn't force windows users to do this, the setup can get hard.
for bison and flex there is no alternative, but if we start using the whole
gnu toolchain we can build php under cygwin :)
that would be easier.
maybe someone with more knowledge can build a batchfile for that.
