Well, this would be something else that needs to be addressed.
I'm not sure why we run into the 100-user limit ... we don't have that
many mirror sites (unless people are unofficially mirroring, in which case
maybe we need to restrict access). There are probably other things being
rsynced too, but I don't know.
Also, do we *really* need to rsync the site every hour? It's pretty rare
that we have something so critical that needs to be on the site within the
hour.
Or maybe a few sites rsync from the main site, and then the rest rsync
from one of these sites instead.
